摘要
《个人信息保护法》是个人信息权益保护的基本法。这部法律顺应了数字时代的发展要求,集中体现了数字法治的中国探索和中国方案。该部立法的特色和亮点:坚持一个定位,构建两类秩序,营造三类环境,突出四大原则,建设五大机制。为进一步贯彻落实《个人信息保护法》的立法宗旨,实现立法目标,可从提升法条可操作性层面,不断加强《个人信息保护法》的实施,构建有效的数字治理体系,切实保护个人信息。
The Personal Information Protection Law is the basic law for the protection of personal information rights and interests.This law conforms to the development requirements of digital age and embodies the Chinese wisdom and Chinese framework of digital governance.The characteristics of the legislation or to adhere to one value orientation,to build two kinds of order,to create three kinds of environment,to highlight four principles and to adopt five mechanisms.To further implement the legislation of the Personal Information Protection Law and achieve the legislative goal,it is necessary to continuously strengthen the implementation of the Law,build an effective digital governance system and effectively protect personal information.
