教育信息化政策制定的迭接式路线图——《教育信息化政策和宏观规划指导纲要》述评

摘要 联合国教科文组织于2022年7月发布的《教育信息化政策和宏观规划指导纲要》在联合国人文主义和可持续发展的核心价值观指引下,作为联合国教科文组织教育信息化系列服务的核心组成,为政策制定者提供指导。该指导纲要一是提出了教育信息化政策和宏观规划制定的指导性框架;二是对教育信息化政策与宏观规划制定的全流程进行细化指导,包括政策制定的管理与指导、政策审查与需求评估、确定政策愿景并制定政策框架等六大步骤;三是对重要领域制定宏观规划提供详细指导,涵盖中小学教育、高等教育、技术和职业教育与培训、非正规教育等七大领域的针对性剖析。该指导纲要呈现出全面性与灵活性的特点,为政策制定者提供了实操性强的指导框架。 Guidelines for ICT in Education Policies and Masterplans was released by the United Nations Educational,Scientific and Cultural Organization(UNESCO)in July 2022.As the core component of UNESCO’s series of services on ICT in education,it provides guidance for policy-makers,guided by the core values of humanism and sustainable development of the United Nations.Specifically,the guideline,first,proposes a guiding framework for planning policies and masterplan regarding ICT in education.Second,it provides detailed guidance in six major steps,such as governance and instruction on policy making,policy review and needs assessment,defining the vision and building the framework,etc.Third,it provides detailed guidance on designing the masterplan in seven significant areas,which covers a targeted analysis of basic education,higher education,technical and vocational education and training,informal education,and so on.The guide is characterized by comprehensiveness and flexibility,providing a practical guiding framework for policy-makers.
