非正规、非正式学习成果认证——联合国教科文组织终身学习研究所的研究 被引量:1

摘要 联合国教科文组织在其成员国范围内开展调研,考查非正规和非正式学习地位、认证程序、贡献以及利益相关者等方面的情况。根据调研,于2015年发布了《联合国教科文组织成员国非正规、非正式学习的识别、验证和认证综合报告》。该报告揭示了成员国推进非正规、非正式学习及其成果认证的概貌;分析了非正规、非正式学习成果认证在完善国家教育与培训体系、助益人力资源开发、促进个体发展以及增进国际社会包容方面的价值;指出了相关体制机制缺乏与落后、服务供给能力和灵活性受限、利益相关者间的信任及协调匮乏、学习成果评估认证成本掣肘等挑战;介绍了世界各国推进其进程的实践路径等。该调研和报告为我国发展学习成果认证体系提供启示:可注重立法及政策保障,加快国家资历框架建设,强化参与主体的能力培养,推进数字化技术运用等,从而助力人们实现可持续的、包容的、融通的、优质的终身学习。 The UNESCO UIL conducted a survey to investigate the status,certification procedures,contributions,and stakeholders of non-formal and informal learning within its member states.Afterwards,it released the Synthesis Report on Recognition,Validation and Accreditation of Non-Formal and Informal Learning in UNESCO Member States.The report offered an overview of how its member states promoted non-formal and informal learning and their outcomes certification,based on which it analyzed its value in improving national education and training systems,developing human resources,promoting individual development,and enhancing inclusiveness in the international community.The report pointed out a series of challenges,including the inadequateness and backwardness of relevant regimes and mechanisms,the limited flexibility and service supply,the shortage of trust and coordination among stakeholders,and the high cost of learning outcomes certification.Also,the report introduced the practical paths for UNESCO member states to advance their processes.The report provides some implications for the development of China’s learning outcomes certification:paying attention to legislation and policy making,accelerating the construction of national qualification framework,strengthening the ability training of participants,and promoting the application of digital technology.In this way,it can facilitate the achievement of sustainable,inclusive,integrated,and high-quality lifelong learning.
