主体-能力-机制三维视域下党建引领社区治理的困局与路径——基于四川省蒲江县的考察

Dilemma and Paths of Party Building Leading Community Governance from Perspective of Subject-Competence-Mechanism

多元共治是党建引领社区治理的核心要义。基于主体-能力-机制三维框架,通过对四川省蒲江县党建引领社区治理现状的考察,可以发现隐匿其中的问题:社会主体“缺位”、能力承载“羸弱”、制度体系“碎形”。鉴于此,应该推动多元主体“到场”,拓展治理能力“边界”,构建治理机制“集簇”,形塑共建共治共享格局。

Pluralism and co-governance is the core of community governance led by Party building.Based on the three dimensional framework of subject-capacity-mechanism,through the survey of the current situation of community governance led by Party Building in Pujiang County,Sichuan Province,the hidden problems can be found:the"absence"of social subjects,the"weak"bearing capacity and the"split"system.In view of this,it is important to promote the presence of multiple subjects,push beyond the boundaries of governance capabilities,and build clusters of governance mechanisms to shape a pattern of joint contribution,joint governance and shared benefits.
