地理设计框架:一种区域规划模式与决策方法

摘要 区域规划的目的在于平衡社会、经济与生态环境的可持续发展,通过改变不同用地类型来解决人们物质文化需求与资源(空间)供给之间的矛盾.现有的区域规划方法无法定量评估规划方案的差异性,管理者无法根据区域规划做出较为理性的决策.该文引入地理设计框架作为区域规划的实践模式与决策方法,该框架能够使利益相关者有效地参与规划过程,协调不同利益主体之间的矛盾关系.借助联合国SDGs综合价值评估工具,优化土地利用类型的比例分配,从而寻求不同区域规划方案的综合最优解.最后,以南昌市瑶湖岛为例,验证了地理设计框架的应用特点和适用性. The purpose of regional planning is to balance the sustainable development of the social,economic and ecological environment,and to solve the contradiction between the material and cultural needs of people and the supply of resources(space)by changing different types of land use.The existing regional planning methods cannot quantitatively evaluate the differences of planning schemes,so that managers cannot make more rational decisions.The Geodesign Framework is introduced as a regional planning practice model and decision-making method.The framework can enable stakeholders to effectively participate in the planning process and to coordinate the conflicting relationships between different stakeholders.Combined with the SDGs comprehensive value assessment tool,United Nations,the proportional allocation of land use types is optimized,thereby seeking the comprehensive optimal solution in the different regional planning schemes.Finally,taking Yaohu Island in Nanchang City as an example,the application characteristics and applicability of the Geodesign Framework are verified.
