能源清洁低碳转型背景下中英能源白皮书话语对比研究

A Comparative Discourse Analysis of China and UK Energy White Paper in the Context of Low-Carbon and Clean Energy Transition

在全球能源清洁低碳转型背景下,许多国家发布能源白皮书,向国际社会声明其能源新政。基于能源话语视角,以中国和英国2020年发布的能源白皮书为研究对象,采用语料库辅助的批评话语分析方法,对比中国和英国能源政策在关注点、话语特征等方面的异同,结合两国政治、经济、社会等因素,阐释两国能源白皮书背后隐藏的意识形态。研究表明,能源清洁低碳转型是两国能源政策的共同关注点,中国能源白皮书更多呈现为一种行动纲领,立足作为发展中国家的基本国情,中国在全球气候治理中主动担当,提倡构建人类命运共同体,携手应对气候变化与共建生态文明;英国则遵循“问题—解决”的逻辑,关注“生活成本危机”,力图在低碳技术创新、政策改革上寻求以英国为主导的全球合作。

In the context of the global clean and low-carbon energy transition, many countries have issued energy white papers to interpret their new energy policies. In this light, the two energy white papers published by China and UK government in 2020 are selected and compared by critical discourse analysis, quantitative and qualitative methods with the aid of the corpus so as to probe into the focuses, discourse features, political and social-economic factors and ideologies involved in them. Research suggests that both countries are attentive to the relevant policies about low-carbon and clean energy transition. China’s energy white paper is more of a policy to guide actions. Based on the prevailing conditions as the largest developing country, China actively performs its duties, calling for building a community with a shared future for mankind, jointly tackling climate change and promoting ecological civilization. UK’s energy white paper follows the "problem-solution" rationale, attaching importance to "cost-of-living crisis", and seeking UK-led global cooperation in low-carbon technology innovation and policy reform.
