乡村振兴背景下城乡融合发展的逻辑与路径构建

Logical Mechanism and Pathway to Urban-Rural Integrated Development in the Context of Rural Vitalization

推进城乡融合发展是破解新时代社会主要矛盾的关键抓手。我国城乡关系问题带有明显的历史性和阶段性特征。长期城乡二元结构的存在固然有它的合理性,但在乡村振兴背景下,我国现已具备重塑城乡关系、实现城乡融合发展的条件。在实施乡村振兴战略中,应构建起城乡融合发展的路径:推进县城建设是实现城乡融合发展的载体;缩小收入差距是实现城乡融合发展的基础;资源双向流动是实现城乡融合发展的关键。我国的城乡关系随着乡村振兴战略的实施,将开启“有差异、无差距”的和谐共振、融合发展的新篇章。

Reasonable as they are, China’s urban-rural relations bear appreciable historical and phasic features with the long-standing dualistic structure. Accordingly, promoting the integrated urban-rural development is seen as a leverage to solve the principal social contradiction in the new era. The rural vitalization strategy paves the way for the integrated urban-rural development to restructure the relations. Its pathway lies in three guiding principles: putting the development of county towns as the focus, narrowing the rural-urban income gap as the basis and promoting the two-way flow of resources as the key. It stands to reason that China’s rural vitalization is opening a new chapter of harmonious integrated rural-urban relations embracing a "differential development with no gap" pattern.
