International Organizations Advocating for Digital Governance Changes in Higher Education——Excerpted from Infinite Possibilities:Report on the Digital Development of Global Higher Education

为应对数字变革带来的全新挑战,各类国际组织积极行动,凝聚各方力量,倡导和推动全球和区域高等教育数字化治理变革。《无限的可能:世界高等教育数字化发展报告》通过对26个国际组织教育数字化战略举措的搜集梳理,全面展示了各类国际组织推动高等教育数字化治理变革的思路:联合国系统所属国际组织以联合国教科文组织为代表,以包容性、整合性全球治理引领高等教育数字化变革;非联合国系统政府间国际组织以多边治理下的多样态合作,积极推进全球高等教育数字化进程;非政府间国际组织以更广泛更深入的代表性和专业性,促进全球和区域层面的高等教育数字化政策、研究与实践的协同发展。

International organizations have been working actively together to promote the transformation of digital governance in higher education globally and regionally in response to the new challenges posed by digital changes.Infinite Possibilities:Report on the Digital Development of Global Higher Education produced by the Secretariate of the Global MOOC and Online Education Alliance in December,2022 analyzes some specific measures taken by international organizations in the UN system,intergovernmental international organizations outside the UN system,global non-governmental international organizations,regional non-governmental international organizations,and other international organizations in promoting the reform of higher education digital governance.The report points out that international organizations within the United Nations system represented by UNESCO are leading the digital transformation of higher education through inclusive and integrated global governance;inter-governmental organizations outside the UN system are actively promoting the digitization of global higher education through various forms of cooperation under multilateral governance;non-governmental international organizations are promoting the coordinated development of digitization policies,research and practices of higher education at the global and regional levels with broader and deeper representation and expertise.
