扎根视角下社会组织嵌入社区治理的机制

The Mechanism of Social Organizations Embedded in Community Governance from the Perspective of Rooting

在社区治理过程中,社会组织发挥着重要的协同作用,是承接政府职能转移的载体,同时在提高社区自治能力、满足社区多元化需求等方面发挥着重要作用。而社会组织如何深度融入社区,并与基层政府和社区居民展开积极互动,推动社区治理能力提升,是一个需要关注的重要问题。围绕社会组织如何有效进入社区治理场域这一问题研究发现,关系嵌入是社会组织嵌入社区治理肇始阶段的前置条件,认知嵌入构成了行动基础和行动主线,结构嵌入促成了新型组织结构形成并实现了治理模式的生产和维持,三者构成了嵌入过程的行动逻辑链条,进而丰富了嵌入概念的亚类和内涵,拓展了嵌入理论的解释边界。

In the process of community governance,social organization,as the carrier to undertake the transfer of government functions,plays important roles in coordination,in improving community autonomy,and in meeting the diverse needs of communities.How social organization deeply integrates into the community,and actively interacts with grass-roots governments and community residents to promote the improvement of community governance capacity is an important issue that needs to be paid attention.Based on the research on how social organizations can effectively enter the field of community governance,it is found that relationship embeddedness is the precondition for social organizations to embed in the initial stage of community governance,cognitive embeddedness constitutes the basis and main line of action,structural embeddedness contributes to the formation of a new organizational structure and the realization of the production and maintenance of governance models,and the three constitute the logical chain of action in the embedding process.Furthermore,the subclass and connotation of embedding concept are refined,and the interpretation boundary of embedding theory is expanded.
