基于DEA方法的城市更新绩效评价——以广州市为例

Performance Evaluation of Urban Renewal Based on DEA——A Case Study of Guangzhou

【目的】分析广州市城市更新的模式和效率,为我国城市更新提供建议。【方法】通过采集2010—2020年广州市的社会经济数据,以基础建造投资和财政支出数据为基础,运用数据包络分析法(DEA)对全市城市更新工作在经济、环境和居民生活三个方面进行绩效评价。【结果】广州城市更新除2010、2013年外,其余9年均为DEA有效,表明广州市城市更新大部分年份投入产出均衡。但是2013、2019、2020年处于规模递减状态。【结论】因此广州市政府应当合理控制投入规模,在更新时应加强对居民生活环境的提高。

[Purposes]Analyze the mode and efficiency of urban renewal in Guangzhou,and provide suggestions for urban renewal in China.[Methods]By collecting the social and economic data of Guangzhou from 2010 to 2020,based on the date of infrastructure investment and financial expenditure,the data envelopment analysis(DEA)is used to evaluate the performance of the city′s urban renewal work in three aspects:economy,environment and residents′life.[Findings]The results show that except for 2010 and 2013,the DEA is valid in the remaining 9 years of Guangzhou urban renewal,indicating that the inputoutput of Guangzhou is balanced in most years.However,the scale is decreasing in 2013,2019 and 2020.[Conclusions]Therefore,the Guangzhou municipal government should reasonably control the investment scale and strengthen the improvement of the living environment of residents during the renewal.
