知识产权强国建设下知识产权保护中心的作用与发展探究

Research on the Function and Development of Intellectual Property Protection Center Under the Construction Powerful Country of Intellectual Property

【目的】以《知识产权强国建设纲要(2021—2035年)》的发展目标为基点,为知识产权保护中心在知识产权强国建设中的发展提出建议。【方法】以已运营的知识产权保护中心为研究对象,剖析其在发展过程中的作用与不足,结合《纲要》的发展目标,探究知识产权保护中心在知识产权强国建设中的发展。【结果】知识产权保护中心在强国建设中发挥出了高效提升专利审查流程、高效培育高价值专利、高速推进地方经济高质量发展等优势,但目前仍存在人员配备不足、与相关部门协同联动不到位、客体保护覆盖面较窄等问题。【结论】知识产权保护中心的发展应在加大人才引进与培养、加强多部门联动、扩大知识产权覆盖面三方面发力,为知识产权强国建设提供有力支撑。

[Purposes]Based on the development goals of the"Guidelines for Building a Powerful Country with Intellectual Property Rights(2021—2035)",this paper proposes suggestions for the development of the Intellectual Property Protection Center in building a strong intellectual property country.[Methods]Taking the intellectual property protection Center currently in operation as the research object,this paper analyzes its role and shortages in the development process,and explores the development of intellectual property protection Center under the background of building a powerful country with intellectual property rights in combination with the development goals of the"Guidelines".[Findings]This paper summarizes the advantages of the Intellectual Property Protection Center in the construction of a powerful country in three aspects:efficiently improving the patent examination process,efficiently cultivating high-value patents,and rapidly promoting the high-quality development of local economy.However,there are still problems such as insufficient staffing,inadequate coordination with relevant departments,and narrow coverage of object protection.[Conclusions]The development of the Protection Center should strengthen the introduction and training of talents,strengthen the interaction of multiple departments,and expand the coverage of intellectual property,so as to provide strong support for the construction of a powerful country in intellectual property.
