摘要
传统的水量分配是对水资源可利用总量或者可分配的水量向行政区域进行逐级分配,确定行政区域生活、生产可消耗的水量份额或取用水水量份额。为解决好重点江河流域水资源主要矛盾、提高区域水资源利用效率、积极建立水资源刚性约束制度,云南省出台了针对流域、区域的2030年水量分配方案(简称“分配方案”)。为加强过程控制,掌握各流域、区域用水情况,需对分配方案实施情况进行评估工作,主要内容之一是分流域、分区域统计现状年:农业用水量、工业用水量、生活用水量、人工生态环境补水量,并与2030年分配量进行对比分析,这就需要根据现有的按行政区统计的用水量数据,折算到江河流域及所涉州(市)级区域上。
Traditional water distribution is to distribute the total available or distributable water quantity of water resources to the administrative region step by step, and determine the share of water consumption or water intake for living and production in the administrative region. In order to solve the main contradictions of water resources in key river basins, improve the utilization efficiency of regional water resources, and actively establish rigid restraint system of water resources, Yunnan Province has issued a water quantity distribution scheme for 2030 for river basins and regions. In order to strengthen process control and master water consumption in each watershed and region, it is necessary to evaluate the implementation of distribution scheme. One of the main contents is to compare and analyze the agricultural water consumption, industrial water consumption, domestic water consumption and artificial ecological environment water recharge of the current year by sub-basin and sub-region,which needs to be converted to the river basin and related state(municipal) level regions according to the existing water consumption data by administrative region.
