摘要
基于新发展理念,从5个方面构建工业高质量发展评价指标体系,运用熵权-TOPSIS模型、泰尔指数法分别测算湖南省工业高质量发展水平,分析其时空演化特征以及地区内、地区间的差距。结果表明:工业高质量发展综合指数从西向东、从南向北均呈现依次递增趋势;长株潭、洞庭湖、大湘南、大湘西四大板块中组内差异是总体差异的主要来源;工业向高质量发展阶段转变,形成以创新和开放发展协同驱动的发展方式。最后提出相关政策建议。
Based on the new development concept,the evaluation index system of industrial high-quality development is constructed from five aspects,and the entropy weight-TOPSIS model and the Theil index method are used to calculate the high-quality industrial development level of Hunan Province respectively,and its temporal and spatial evolution characteristics as well as intra-regional and inter-regional evolution characteristics are analyzed.The results show that the comprehensive index of high-quality industrial development from west to east and from south to north shows an increasing trend.Intra-group differences in the four major plates of Chang-Zhu-Tan,Dongting Lake,Southern Hunan,and Western Greater Hunan are the main sources of overall differences.The industry has shifted to a high-quality development stage,and a development mode driven by innovation and open development has been formed.Finally,relevant policy recommendations are put forward.
