高质量发展背景下国家医学中心青年人才培养情况调研分析和对策建议

Research and Analysis of Young Talents Training in National Medical Center in the Context of High-Quality Development and Suggestions for Countermeasures

摘要 目的在推动公立医院高质量发展新时代大背景下,了解目前公立医疗机构特别是作为国家医学中心的三级甲等公立医院对青年医师培养的现状,以获得医院人才建设的现况数据,在加强公立医院党的建设的大背景下,提出党建引领下对加强人才培养的政策建议。方法2019年“十三五”末期,以国家医学中心依托医院为研究对象,通过问卷调查和访谈的方式,重点对医院青年人才现状进行调查研究,本次调查发放问卷200份,有效回收161份,有效回收率80.50%。结果对青年调研中,目前在各方面成长需要帮助的有44.72%,需要参加培训的有100%,加强专业技术方面的培训占据49.69%。有力的薪资激励、个人目标的实现、良好的团队氛围3个选项位居能够促进青年人工作积极性因素的前3名,领导赏识、同事认可、服务对象认可同样也是青年人成长所积极考虑的因素。结论通过数据分析和访谈归纳,根据青年人员目前所处的不同环境、不同状态和目前成长所迫切需要的资源支持等情况,将青年人群归纳为积极型、等待型、迷茫型3种类型。通过对3类人员成长环境和成长需求分析,归纳出国家医学中心所在的公立医疗机构青年人才培养情况,重点提出7项对策建议,以期进一步针对性的提高人才培养效率,探索国家医学中心青年人才培养长效方法。 Objective To understand the current status of training young physicians in public medical institutions,especially tertiary public hospitals as national medical centers,in the context of promoting high-quality development of public hospitals in a new era,in order to obtain current data on hospital talent building.In the context of strengthening the Party building in public hospitals,we propose policy recommendations for strengthening talent training under the leadership of Party building.Methods At the end of the 13th Five-Year Plan in 2019,a survey was conducted by questionnaires and interviews,focusing on the current situation of young talents in hospitals,with the National Medical Center's supporting hospitals as the research target.A total of 200 questionnaires were distributed,and 161 questionnaires were validly returned,with a valid return rate of 80.50%.Results For the youth research,44.72%currently need help in all aspects of growth,100.00%need to participate in training,and 49.69%are occupied by strengthening professional and technical aspects of training.The three options of strong salary incentive,personal goal achievement,and good team atmosphere ranked the top three factors that can promote the motivation of young people to work.Leadership appreciation,recognition by colleagues,and recognition by service recipients are also factors that young people actively consider for growth.Conclusion Through data analysis and interview summarization,the youth population was categorized into three types:positive,waiting,and confused,based on the different environments and states that the youths are currently in and the resource support that they urgently need for growth.By analyzing the growth environment and growth needs of the three types of personnel,we summarize the situation of young talent cultivation in the public medical institution where NMC is located and focus on seven countermeasure suggestions in order to further improve the efficiency of talent cultivation in a targeted manner and explore the long-term method of young talent cultivation in NMC.
