摘要
长三角一体化是着眼于实现“两个一百年”奋斗目标谋划部署的重大国家战略。本文在简要阐述了长三角一体化现实背景的基础上,分析当前一体化对县级公立医院的积极影响和消极影响,并结合当前县级公立医院人才引进的现实情况指出县级公立医院人才引进主要存在着人才吸引力不足、市场化配置程度低、政策制定参与度不高以及人才引进体系同构化的弊端。对照一体化高质量发展的要求,针对目前存在的问题,本文从探索一体化人才池、搭建卫生人力资源市场体系、拓宽人才引进政策参与渠道和建立区域联动的协同发展机制四个角度提出了优化路径,以期为县级公立医院人才引进增量提质提供决策参考。
The integration of the Yangtze River Delta is a major national strategy planned and deployed with the aim of achieving the"Two Centenary Goals".This paper analyzes the positive and negative impacts of the current integration on county-level public hospitals based on a brief description of the realistic background of the integration of the Yangtze River Delta.After combining the current situation of talent introduction in county-level public hospitals,it is pointed out that the main drawbacks of talent introduction in county-level public hospitals are insufficient talent attraction,low market allocation,low participation in policy formulation and homogenization of talent introduction system.In light of the requirements of integrated high-quality development and in response to the current problems,this paper proposes optimization paths from four perspectives:exploring an integrated talent pool,building a health human resources market system,broadening the participation channels of talent introduction policies,and establishing a regional linkage synergistic development mechanism,with a view to providing decision-making references for increasing the quantity and improving the quality of talent introduction in county-level public hospitals.
