管控、协调与监督:深圳市梅彩片区城市总设计师工作机制研究

Work Machine Exploration of Chief Urban Designer of Meicai Area,Shenzhen

我国城市总设计师制度是为解决城市设计无法精细化落实这一问题而产生的一种城市设计实施机制,旨在保障公众利益,实现城市设计的精准落实。深圳市梅彩片区城市总设计师工作是我国首个针对存量地区的动态统筹实践,其在福田区建立的“全区统筹工作指引—重点片区统筹规划—更新单元专项规划”的三级管控体系的基础上,从规划管控、协调统筹、监督反馈3个方面着手,完善了城市总设计师工作机制,实现了全流程精细管控。

Chief urban designer is meant to deal with the refined implementation of urban design for public interests.Chief urban designer of Meicai area in Shenzhen is the first case of dynamic practice in redevelopment area in China.Based on the three levels of planning governance system:urban renewal plan and the 14th five--year land reorganization plan--major area renewal integration plan-renewal unit plan in Futian district,chief urban designer system is integrated from three aspects:planning control,coordination and integration,supervision and feedback,to realize whole process refined governance.
