摘要
自2013年中国正式对外提出“一带一路”至今,该倡议已走过近10年历程。在此期间,日本对“一带一路”的关注日趋加深,认知与对策经历了相对曲折的变化,由最初的忽视与消极抗拒到后来的积极合作,近期又趋向消极。总体上,日本官方倾向以战略视角审视“一带一路”,对其发展与影响保持警惕。日本民间特别是经济界相对重视“一带一路”的价值,但亦持有顾虑。日本应对“一带一路”方针秉持高度现实主义思维,以合作与制衡相结合的态度,其对策姿态频繁受中美日三边形势影响,体现出明显摇摆性。总体上,“一带一路”中的日本因素值得重视,并且有必要促其向建设性方向发展。在当前中日关系形势下,中日围绕“一带一路”深化合作面临较多挑战,但机遇与未来发展的潜力仍不容忽视。
It has been nearly a decade since China formally proposed the Belt and Road Initiative(BRI) in 2013. During that period, Japan’s attention to the BRI has grown and its perception and countermeasures have experienced twists and turns, from neglect and passive resistance to the positive cooperation, recently turning negative. In general, Japanese officials tend to view the BRI from a strategic perspective and remain vigilant about its development and impact. The Japanese people, especially the business community, attach importance to the economic value of the BRI but they also have concerns. Japan’s response to the BRI is highly realistic, which combines cooperation with counterbalancing and is frequently affected by the trilateral relations between China, the U.S. and Japan. The role of Japan in the BRI deserves attention and it is necessary to promote its constructive development. Under the current situation of China-Japan relations, both China and Japan face many challenges in deepening cooperation on the BRI, but the opportunities and potential for future development should not be ignored.
