安全应急产业政策的理论依据与实践路径

Theoretical Basis and Practical Path of Safety Emergency Industrial Policy

20世纪末以来,事故灾害多发频发,世界各国加快公共安全管理与应急管理体系构建,对安全应急产品和服务的需求随之增长,安全应急产业应运而生。中国自20世纪初开始陆续出台政策,引导安全应急产业快速发展。基于产业政策视角对安全应急产业政策理论机理进行剖析,分析当前安全应急产业发展以及相应的政策实践中存在的问题。分析认为,基于安全应急产业公益性与经济性兼顾的目标以及安全应急产品和服务多样性、紧迫性等特点,围绕解决技术创新和产业化过程失灵等问题,提出构建安全应急产业政策体系的核心在于兼顾公益性与经济性,促进技术创新与市场需求衔接,统筹政策完备性与协调性。

Since the end of the 20 th century, accidents and disasters have occurred frequently. Countries around the world have accelerated the construction of public safety management and emergency management systems, and the demand for safety emergency products and services has increased. The safety emergency industry has emerged as the times require. Since the beginning of the 20 th century, China has successively introduced policies to guide the rapid development of the safety emergency industry. Based on the industrial policy perspective, this study analyzes the theoretical mechanism of the safety emergency industrial policy, and the current development of the safety emergency industry and the problems in the corresponding policy practice. According to the analysis, based on the goal of giving consideration to both commonweal and economy of the safety emergency industry, as well as the diversity and urgency of safety emergency products and services, and focusing on solving problems such as technological innovation and failure of industrialization process, it is proposed that the core of building the safety emergency industry policy system lies in giving consideration to commonweal and economy, promoting the connection between technological innovation and market demand, and coordinating the completeness and coordination of policies.
