摘要
国有企业经理层成员任期制与契约化管理是国企改革三年行动方案的重要举措之一.按照市场化选聘、契约化管理、差异化薪酬、市场化退出的原则推进经理层制度改革是激发建筑施工企业内在动力的必然选择.文章通过设计国有建筑施工企业经理层业绩考核方案,提出业绩考核的基本原则,构建年度和任期业绩考核体系,制定评分规则和标准,建立健全有效的激励和约束机制,以期全面、客观、公正地评价经理层年度和任期经营业绩,引导建筑施工企业实现高质量发展.
The tenure system and contract management of managers in state-owned enterprises is one of the important measures in the three-year action plan of state-owned enterprise reform.It is an inevitable choice to promote the reform of management system according to the principles of market-oriented selection and employment,contractual management,differentiated salary and market-oriented exit to stimulate the internal motivation of construction enterprises.By designing the performance appraisal scheme of managers in state-owned construction enterprises,this paper puts forward the basic principles of performance appraisal,constructs the annual and term performance appraisal system,formulates scoring rules and standards,and establishes and improves effective incentive and restraint mechanisms,with a view to comprehensively,objectively and fairly evaluating the annual and term performance of managers and guiding construction enterprises to achieve high-quality development.
