Optimization of Flood Control in Xitiaoxi River

西苕溪上游是浙江省暴雨中心之一,历来是洪涝灾害易发地。针对西苕溪复杂多变的水雨情和洪水防御中的薄弱环节,结合新时期发展需求及治水理念,从扩容增蓄、跨域扩排、优化分滞、提标固堤等方面,探讨研究防洪治理新思路,构建形成洪涝可防、风险可控的防洪保安网,提升流域整体防洪减灾能力,将防洪战略从“控制洪水”转为“洪水管理”,为区域经济社会高质量发展保驾护航。

The upper reaches of Xitiaoxi River is one of the rainstorm centers in Zhejiang Province.It has always been a flood prone area.In the view of complex and changeable rain conditions and weak links in flood prevention of Xitiaoxi,combining with the development needs and flood control ideas in the new period,some new flood control ideas are discussed and studied from the aspects of water storage expansion,cross-domain drainage expansion,flood storage optimization,dike upgrade strengthening,etc.,so as to build a flood control security network to prevent floods and control risks,which aims to improve the overall flood control and disaster reduction capacity of the river basin.The flood control strategy will be changed from“flood control”to“flood management”to ensure the high-quality development of regional economy and society.
