江苏省地方科研机构发展特点、问题及措施研究

Research on the development characteristics,problems and measures of local scientific research institutions in Jiangsu province

科研机构是科技强国建设的重要力量,是科技创新链条中不可或缺的一支队伍。江苏地方科研机构创新资源丰富、科研基础扎实、科技条件得天独厚,文章从创新资源、研发投入、创新产出等方面,分析了江苏地方科研机构的发展特点及对地方发展的作用和贡献,研究发现江苏地方科研机构发展中仍存在诸多突出问题,如基础研究和原始创新投入相对较低、科研机构与市场需求的契合度有待提升等,由此提出加大科研投入力度、加强顶层设计、统筹科技创新资源配置等具体对策建议。

Scientific research institutions are an important force in the construction of scientific and technological power,and an indispensable team in the chain of scientific and technological innovation.Jiangsu local research institutions have abundant innovation resources,solid scientific research foundation and solid scientific and technological conditions,from the innovation resources,R&D input,output,etc.,this article analyzed the Jiangsu local development characteristics of scientific research institutions and the role and contribution to local development,this study found that Jiangsu local research institutions developing still exist many problems,for example,the investment in basic research and original innovation is relatively low,and the compatibility between scientific research institutions and market demand needs to be improved.Therefore,specific countermeasures and suggestions are put forward,such as increasing the investment in scientific research,strengthening top-level design,and coordinating the allocation of scientific and technological innovation resources.
