Research on the fund management system of scientific research personnel in Changzhou

近年来,党中央、国务院高度重视激发科研人员创新积极性,相继出台若干政策。为确保政策落实,文章调研常州市科研人员科技专项经费管理情况后,从科研经费管理和使用、科研绩效评价模式优化、科研助理制度建立和科研“包干”模式探索等方面,分析困难问题,总结创新做法,提出相关建议。

In recent years,the CPC Central Committee and the State Council have attached great importance to stimulate the innovation enthusiasm of scientific researchers,and have issued a number of policies.In order to ensure the implementation of the policy,after investigating the management of science and technology special funds for scientific researchers in Changzhou,this paper analyzes the difficult problems,summarizes innovative practices,and puts forward relevant suggestions from the aspects of management and use of scientific research funds,optimization of scientific research performance evaluation model,establishment of scientific research assistant system,and exploration of scientific research“lump sum”model.
