摘要
文章研究表明,以“武鄂黄黄”为核心的武汉都市圈同城化发展战略的提出,加速了各要素间的流动,人才作为武汉都市圈同城化的关键要素,流动也日趋频繁。但由于经济发展不均衡、产业布局同质化、共享机制欠完善以及公共服务未统一等因素的制约,“武鄂黄黄”依然存在人才分布不均、引才竞争激烈、人才合作不畅、人才流动受阻等问题。因此,“十四五”时期,以“武鄂黄黄”为核心的武汉都市圈应加强人才共享机制的顶层设计,建立健全区域内人才“共引、共育、共用、共服”的共享机制框架,从人才链、产业链、资金链和创新链的深度融合来分析黄石实现人才共享的路径,从而为高质量发展提供坚实的人才支撑。
The article shows that the proposal of the development strategy of integration of Wuhan metropolitan circle with the core of“Wuhan Ezhou Huangshi Huanggang”has accelerated the flow of various elements.As the key element of integration of Wuhan metropolitan circle,the flow of talents has become increasingly frequent.However,due to the unbalanced economic development,homogeneity of industrial layout,imperfect sharing mechanism and incomplete public services,“Wuhan Ezhou Huangshi Huanggang”still has problems such as uneven distribution of talents,fierce competition for talent introduction,unsmooth talent cooperation,and blocked talent flow.Therefore,during the“14th Five-Year Plan”period,Wuhan metropolitan area with the core of“Wuhan Ezhou Huangshi Huanggang”should strengthen the top-level design of talent sharing mechanism,establish and improve the talent sharing mechanism framework of“co-introduction,co-cultivation,co-sharing and co-service”of talents in the region,and analyze the path of Huangshi to achieve talent sharing from the perspective of the deep integration of talent chain,industry chain,capital chain and innovation chain,so as to provide a solid talent support for high-quality development.
