大数据时代党群工作的实践与创新机制

Research on the Practice and Innovation Mechanism of the Party’s Mass Work in the Era of Big Data

大数据正在以前所未有的速度改变着社会,丰富着党的群众工作的内涵与发展,其不仅扩宽了民意渠道,更极大地促进了群众工作的智能化发展和工作效能的提升。但技术的发展,也使党的群众工作面临着大数据思维方式与传统工作模式间的理念冲突、数据源头存在盲区和缺失、数据受理主体单一、数据治理不规范等新问题新挑战。新征程上,大数据赋能党的群众工作首先要继续坚持大数据在党的群众工作中的应用,助推党的群众工作创新发展;其次,要发挥大数据海量、真实、快捷的优势和特点,通过数据信息的收集,建立和完善好基层民意表达制度,并运用大数据的分析与预测功能,对民情、世情及时作出判断和决策,提升群众工作效能;最后,要完善数据治理机制,打通数据壁垒,推进数据资源共享,并强化数据分析和社会协同,在运用大数据推进监管落实力度的同时,积极引进和培育人才,让党的群众工作向科学化、时代化、信息化前行。

Big data is changing the society at an unprecedented speed, enriching the connotation to and facilitating development of the Party’s mass work. It not only broadens the channels of public opinion, but also greatly promotes the intelligent development of mass work and its efficiency. However, the development of technology has also posed new problems and challenges to the mass work of the Party, such as conceptual conflict between the big data mindset and the traditional one, blind spots and a lack of data sources, singleness of data processors, and a lack of regulations on standard data governance. On the new journey to empower the Party’s mass work through big data, what is required is that, first of all, adherence to the application of big data in the Party’s mass work to promote the work’s innovative development;second, full play of the advantages and characteristics of the massive,real and fast big data, such as establishing and improving the primary-level system for public opinion expression through collection of data information, and making use of the the analysis and prediction function of big data to make timely judgments and decisions on public sentiment and social circumstance so as to improve efficiency of the Party’s mass work;Finally, continuous improvement of the data governance mechanism by breaking through the data barrier, promoting the sharing of data resources, and improving data analysis and social coordination. At the same time when big data is leveraged to advance the implementation of supervision, active work on talent introduction and and cultivation should be carried out, so that the mass work of the Party can move forward towards the goal of scientification, modernization and informatization.
