西藏交通警察执勤执法风险识别与防范机制构建研究

Research on the Identification and Construction of Risk Prevention Mechanism of Law Enforcement of Tibet Traffic Police

交通警察执勤执法风险问题的研究一直是专家学者们关注的焦点,交通警察因公牺牲案例时有发生,交通警察的生命健康和合法权益受到了严重的挑战。本文以笔者的另一篇《西藏交通警察执勤执法风险现状与分析》基础上,通过文献查阅、线上调查问卷和线下访谈方式,以“4M”风险致因理论为切入点,挖掘西藏交通警察执勤执法风险现状背后的风险因素,并基于上述执勤执法存在的风险因素进行详细分析,从意识、技能、装备、教育四个层面提出风险防范机制和路径。

The research on the risk of law enforcement of traffic police has always been the focus of experts and scholars, and cases of traffic police sacrifice in the line of duty occur from time to time, and the life, health and legitimate rights and interests of traffic police have been seriously challenged. Based on another article "Current Situation and Analysis of Risks of Duty Law Enforcement of Tibet Traffic Police", this paper explores the risk factors behind the current situation of law enforcement risks of Tibet traffic police through literature review, online questionnaires and offline interviews, and takes the "4M" risk causation theory as the starting point, and conducts a detailed analysis based on the above-mentioned risk factors in law enforcement, and puts forward risk prevention mechanisms and paths from four levels: awareness, skills, equipment and education.
