高校学生事务应急管理中自治性规范的构建是推进高校治理现代化背景下全面提升高校应急管理能力的重要途径,健全和优化该类规范并充分发挥其治理效用为高校应急管理工作提供了有效思路。在重大突发性公共事件的处置过程中,分析自治性规范文件呈现的权力异化、内容越权、适用冲突以及程序混乱等困境,从形式法治、实质法治、程序法治等法治化诉求出发,探究对其进行法律规制的有效途径,促进高校内部治理体系和治理能力现代化水平的不断提升。

The construction of autonomous norms in emergency management of student affairs in colleges and universities is an important way to promote the comprehensive improvement of emergency management capacity of colleges and universities in the context of modernization of college governance.Improving and optimizing such norms and giving full play to their governance effectiveness provide effective ideas for emergency management in universities.In the process of dealing with major public emergencies, it need to analyze the dilemmas of alienation of power, content overstepping, conflict of application and procedural confusion presented by autonomous normative documents, and explore effective ways to regulate them from the demands of formal rule of law, substantive rule of law and procedural rule of law, so as to promote the continuous improvement of the modernization of internal governance system and governance capacity of universities.
