This paper introduces and compares the key competences for talent cultivation of higher education proposed by major international organizations. The research found that although the world’s major international organizations are different in their positioning, perspectives, construction and attention. They share common understanding of key competences, which are higher-order cognitive skills,trans-disciplinary and communication skills, resilience. The article also criticize the social construction movement of Key-Competence Framework under the leadership of the United States, looking forward to providing methodological reference for the current innovation on goal and positioning for talent cultivation of higher education in China.
