河北开放大学系统建设内涵发展路径研究

系统办学是开放大学的核心竞争力,也是其最大特色和最独特优势。河北开放大学坚持系统办学,是全国开放大学系统中办学体系最完整的省域开放大学之一,然而在服务构建全民终身学习的教育体系和建设学习型社会的职责任务面前,仍然存在未实现县域全覆盖、三级办学体系管理体制机制不顺畅、市县校办学形式单一、教育教学质量参差不齐等问题,需要进一步健全办学体系、提升县校办学条件、拓展市县校办学形式、理顺三级办学体系运行机制、建立新型开放大学制度体系等,以促进系统内涵发展,提升整体治理能力,实现全省开放大学办学体系高效协同发展,更好地承担起服务河北区域全民终身学习的使命和责任。

Systematic education is the core competitiveness of the open university,as well as its greatest feature and unique advantage.Hebei Open University insists on systematic education,and is one of the most complete provincial open universities in the national open university system.However,in front of its responsibilities and tasks of serving the construction of an education system for lifelong learning for all and building a learning society,there are still problems such as the failure to achieve full coverage at the county level,the unsmooth management system and mechanism of the three-level school running system,the single form of municipal and county school running,and the uneven quality of education and teaching.It is necessary to further improve the school running system,improve the school running conditions of county schools,expand the school running forms of city and county schools,straighten out the operation mechanism of the three-level school running system,and establish a institutional system for the new open university system,so as to promote the development of the system connotation,improve the overall governance ability,realize the efficient and coordinated development of the provincial open university system,and better assume the mission and responsibility of serving the lifelong learning for all in Hebei.
