摘要
本文基于我国30个省(区、市)2008—2019年的面板数据,利用固定效应、中介效应和空间杜宾模型研究公众参与对减污、降碳和减污降碳协同的影响及其作用机制。结果表明,公众参与在减污、降碳和减污降碳协同方面都发挥了显著的正向作用;中介效应检验结果表明,公众参与会推动政府环境规制力度加大和技术创新水平提高,进而间接影响减污、降碳以及减污降碳协同。在区域视角下,经济欠发达区域的环境问题治理难度低,故公众参与在经济欠发达区域发挥的作用比发达地区更明显;此外,公众参与存在空间溢出效应,本地的公众参与不仅能对本地减污、降碳以及减污降碳协同发挥正向作用,同时这种正向作用又能辐射到周边地区。因此,积极引导公众参与到环境治理能够弥补正式环境规制的不足,本研究对减污降碳治理起到一定的参考作用。
Public participation is important in the public governance system,and of great significance to improve the social governance system in China.This paper uses the panel data of 30 Chinese provinces from 2008-2019 to investigate the effects and mechanisms of public participation on pollution reduction,carbon reduction,and the synergy of pollution reduction and carbon reduction through fixed effects,mediating effects,and spatial Durbin models.The analysis concludes that public participation plays a significant positive role in pollution reduction,carbon reduction and pollution and carbon reduction synergy;the results of the mediating effect test indicate that public participation will promote the increase of government environmental regulation and technological innovation,indirectly affecting pollution reduction,carbon reduction and reduction synergy of the two.In a regional perspective,it is easier to manage environmental problems in less developed regions,so public participation plays a more obvious role in less developed regions than in developed regions.In addition,there is a spatial spillover effect of public participation,as local public participation can not only play a positive role in local reduction of pollution,carbon reduction and the synergy of pollution and carbon reduction,but this positive effect can be radiated to the surrounding areas.The conclusion suggests that actively encouraging public participation in environmental governance can make up for the lack of formal environmental regulation,and this study plays an important reference role for pollution reduction and carbon governance.
