国际食糖出口限制政策对我国食糖市场影响与启示 被引量:6

摘要 目的:世界多个国家实施食糖出口限制措施,凸显了其作为重要战略物资的极端重要意义,明确新形势下促进我国食糖产业安全的策略。方法:通过对2022年3月以来乌克兰、俄罗斯、阿尔及利亚等食糖出口限制政策的分析,明确其对国内外市场影响。结果:出口限制政策进一步加剧了国际食糖供给偏紧预期,或将推动国际糖价进一步上涨;出口限制措施对我国直接影响有限,短期内不会对国内食糖市场产生冲击,但政策引致的国际糖价上涨对国内糖价具有一定的拉动作用。结论:应高度重视食糖在国家粮食安全战略中的重要地位和作用,坚持立足国内,强化科技支撑,提升食糖供给能力;加快建立多元进口格局,拓展国际贸易调控空间;进一步健全完善全产业链监测预警,深化食糖价格形成机制改革,大力推进新时期食糖产业高质量发展。 【Objective】 The implementation of sugar export restriction measures in some countries all over the world highlights the extreme significance of sugar as an important strategic material. To further clarify the strategy to promote the security of sugar industry under the new situation at home and abroad in China. 【Method】 Through the analysis of sugar export restriction policies in Ukraine, Russia, Algeria and other countries since March 2022,the impact on domestic and foreign markets was clarified.【Result】 The export restriction policy further exacerbates the expectation of tight international sugar supply, or will further promote the rise of international sugar prices.The direct impact of export restriction measures on China is limited and will not have an impact on the domestic sugar market in the short term. However, the rise in international sugar prices caused by the policy has a certain pulling effect on the domestic sugar prices. 【Conclusion】 We should attach great importance to the important position and role of sugar in the national food security strategy, adhere to the domestic foothold, strengthen scientific and technological support, improve sugar supply capacity, speed up the establishment of a diversified import pattern, expand the space for international trade regulation, further improve the monitoring and warning of the whole industry chain, deepen the reform of sugar price formation mechanism, and vigorously promote the high-quality development of sugar industry in the new era.
