基于PES风险评价法的变电站工程动态风险评估

摘要 随着社会经济不断发展,电力生产活动日趋频繁,电力建设更是呈现出一片热火朝天的景象。与此同时,在电力建设领域的安全事故事件依然频繁发生,因此更不能忽视在电力建设中日渐凸显的安全问题。作者通过调查问卷法、德尔菲法、案例分析法等研究方法,在传统的PES风险评价分析方法的基础上进行改进,提出基于PES风险评价法的变电站工程动态风险评价方法,有效解决以往在安全作业风险评估这一环节中评估方法简单僵化的问题,使评估结果更有效贴近现场实际情况,从而为进一步提升安全管理水平打好基础。 With the continuous development of social economy,electric power production activities are becoming more and more frequent,and electric power construction is showing a boom.At the same time,security accidents in the field of power construction still occur frequently,so the increasingly prominent security problems in power construction can not be ignored.Through the research methods of questionnaire,Delphi and case analysis,this paper is supposed to improve the traditional PES risk assessment method,and then puts forward a substation project dynamic risk assessment method based on PES risk assessment method,which effectively solves the problem of simple and rigid assessment methods in the previous safety operation risk assessment,and makes the assessment results more effectively close to the actual situation on the spot,so as to lay a good foundation for further improving the level of safety management.
