China’s Energy Industry:2022 Review and 2023 Prospect

摘要 2022年,在全球能源供需格局重塑、能源价格高位宽幅波动等诸多挑战下,中国能源行业表现出了强有力的供给弹性和消费韧性,在保障能源安全、建设能源强国、推进能源转型的新征程中迈出了坚实步伐。全年能源消费总量53.9亿吨标煤,同比增长2.9%;石油、天然气消费需求放缓,煤炭兜底保障作用凸显。展望2023年,面对地缘冲突持续、通胀高企等不确定性因素交织的复杂国际环境,我国将高效统筹经济社会发展和疫情防控,国内工业、服务业、出口和投资保持在合理区间,用能需求稳步增长。预计全年一次能源消费约55.5亿吨标煤,同比增长3.0%,增速略高于2022年。随着碳达峰碳中和“1+N”政策体系的不断完善,能源行业实现“双碳”目标、助力产业转型升级、推动经济绿色低碳发展的步伐将更趋稳健。 Facing the challenges of the reshaping supply-demand landscape and the volatile prices in global energy market in 2022,China’s energy industry showed a strong resilience in energy supply and consumption,and made real progress in ensuring energy security,building a powerful energy country and promoting energy transition.China’s total energy consumption in 2022 was about 5.39 billion tce,up 2.9%percent,with slowing demand for oil and natural gas and secured supply for coal.Despite still facing a complex international environment with ongoing geopolitical conflicts,high inflation and other uncertainties,China’s energy demand is expected to grow steadily in 2023,since the government is striving to balance the socio-economic development and pandemic prevention,and keep the industry,services,exports and investment operating within an appropriate range.China’s primary energy consumption is expected to reach about 5.55 billion tce,up 3.0 percent,slightly faster than in 2022.Along with the continuous improvement of the carbon peaking,carbon neutrality and"1+N"policy framework,China’s energy industry will steadily achieve the"dual carbon"goals and promote the industrial transformation and upgrading to drive the green and low-carbon economic development.
