全产业链视角下我国体育产业供求均衡的问题论域、困境归因与政策保障

Problem Domains,Dilemma Attributions and Policy Guarantees of Supply and Demand Balance of China’s Sports Industry from the Perspective of Whole Industry Chain

提升产业链现代化水平是推动我国体育产业供求均衡和实现更高质量发展的必经之路。采用文献资料和逻辑分析等研究方法,以全产业链为视角,深入剖析体育产业供求均衡存在的问题:供需链方面,市场多元主体缺位,公平竞争仍存短板;企业链方面,分工合作缺乏深度,风险规避能力较弱;空间链方面,区域发展不均衡,全球竞争能力不足;价值链方面,产业经济附加值低,产品同质化严重。本研究深入挖掘问题产生的原因,并提出针对性的政策保障:加大对体育行政部门的权力约束,完善市场竞争机制;落实落细财税政策帮扶机制,建立竞争有序的市场监管体系;消除区域协调联动壁垒,积极融入体育产业全球化发展;强化数字技术赋能,推动体育用品由“制造”向“智造”转变。

Upgrading the modernization level of industrial chain is the only way to promote the balance between supply and demand of China’s sports industry and achieve higher quality development.By using the methods of literature review and logical analysis,this paper analyzes the problems existing in the supply and demand balance of sports industry from the pers-pective of the whole industry chain:in terms of supply and demand chain,the market is short of multiple subjects,and fair competition still has shortcomings;in terms of enterprise chain,the division of labor and cooperation lacks depth and the ability to avoid risks is weak;in terms of space chain,regional development is unbalanced and global competitiveness ability is insufficient;in terms of value chain,the added value of industrial economy is low,and the homogenization of products is serious.This paper digs into the causes of the problems,and puts forward corresponding policy guarantees:strengthening the power restriction of sports administrative departments and perfecting the market competition mechanism;implementing the financial and taxation policy assistance mechanism and establishing a competitive and orderly market supervision system;eliminating the barriers of regional coordination and linkage,and actively integrating into the global development of sports industry;strengthening the empowerment of digital technology and promoting the transformation of sporting goods from“manufacturing”to“intellectual manufacturing”.
