多元协同合作供给:农村生态型公共产品供给侧结构性改革路径

Multiple Collaborative Supply:the Path of Structural Reform on Supply-side of Rural Ecological Public Products

农村生态型公共产品供给已由“一元供给”转变为“多元供给”新格局。多元供给主体之间缺乏有效沟通和协调合作,导致多元供给主体的协作呈现零散、碎片化特征,供给的三重失灵情况出现。农村生态型公共产品供给侧结构性改革要立足多元供给格局,引入先进治理工具,建构多元协同合作供给模式,整合资源改变合作碎片化的特征,实现农村生态型公共产品的高质量供给。多元协同合作供给存在“去中心化”“去公共化”、供给效率低下、供给职责边界不清等问题,这会影响该模式的良性运作,强化政府中心主导地位、合理完善激励制度、科学构建合作机制、清晰界定责权边界等措施,可解决多元协同合作面临的困难,充分发挥合作供给共同体的最优能效。

The supply pattern of rural ecological public products has changed from the traditional"one dimensional supply"to the new"multiple supply".However,due to the lack of effective communication and coordination among the multiple supply subjects,the cooperation level of the multiple supply subjects presents a"fragmented"state,and the phenomenon of"triple failure"of supply arises.The supply-side structural reform of rural ecological public products in the new era should be based on the pattern of"multiple supply",introduce advanced governance tools,build a multiple collaborative supply model,integrate the"fragmented"state,and achieve high-quality supply of rural ecological public products.There are many issues in the supply of multiple collaborative cooperation,such as"decentralization""de-publicization",low supply efficiency,and unclear supply accountability,which objectively restrict the benign operation of the supply model.Measures such as strengthening the dominant position of the central government,reasonably improving the incentive system,scientifically constructing the cooperation mechanism,and clearly defining the boundary of responsibility and right can solve the difficulties faced by multiple cooperative cooperation.Give full play to the optimal energy efficiency of the cooperative supply community.
