打通跨境电商的堵点与痛点加快构建双循环新发展格局 被引量:4

摘要 近20年来,中国依靠制度创新、管理创新、服务创新、企业商务模式创新,迅速跻身世界电子商务大国行列,跨境电商已成为中国外贸发展的新引擎、经济发展的新动能。但要素流动限制、同质化竞争、贸易壁垒等仍影响跨境电商大发展。面对外部环境的复杂性,为打通跨境电商堵点和痛点,稳住2023年外贸增长基本盘,中国应以开放和创新为引领,提升跨境电商的国家战略定位,以贸易数字化推动跨境电商创新发展,以要素市场开放打通制约跨境电商大发展的关键生产要素堵点,以区域协同创新推动国内再生产良性循环,以制度集成创新畅通国内国际双循环,以“丝路电商”建设为抓手推动国际合作和国际贸易规则标准制定。 In the past 20 years,relying on institutional innovation,management innovation,service innovation and enterprise business model innovation,China has quickly become one of the world’s e-commerce powers,and cross-border e-commerce has become a new engine for China’s foreign trade development and a new driving force for economic development.However,restrictions on the flow of factors,homogeneous competition,and trade barriers still affect the development of cross-border e-commerce.In view of the current situation that the foundation of China’s economic recovery is not yet solid,and the triple pressure of demand contraction,supply shock,and expected weakening is still large,taking cross-border e-commerce with foreign trade growing against the trend under the great changes as the starting point,breaking through the blocking points and pain points of cross-border e-commerce is of great significance to stabilize the basic foreign trade growth in 2023 and build a new development paradigm of dual circulation.China should lead by openness and innovation to enhance the national strategic positioning of cross-border e-commerce.and promote the innovation and development of cross-border e-commerce with trade digitalization,open up the key production factors that restrict the development of cross-border e-commerce with the opening of factor markets,promote a virtuous cycle of domestic reproduction with regional collaborative innovation,smooth domestic and international dual circulation with system integration and innovation,take the construction of“Silk Road E-commerce”as the starting point to promote international cooperation and the formulation of international trade rules and standards.
