从国际视角出发,结合我国第三支柱在具体实践上多角度的差距与不足,在避免重蹈发达国家第三支柱建设所存在的缺陷不足的基础之上,提出了以明确目标群体、完善税收优惠激励政策、灵活提取账户资金、丰富产品供给、加强组织实施等我国养老保险第三支柱发展的政策建议。

This paper to solve the problem of endowment insurance in our country the third pillar construction provides a new development train of thought,from the international perspective,combined with the third pillar of our country and developed countries angles of the comparative analysis on the concrete practice,clearly see the gap in our third pillar construction and inadequate,in avoid the deficiency of the third pillar construction in developed countries is insufficient,The following policy suggestions are put forward for the development of the third pillar of old-age insurance in China:clarifying policy objectives,improving tax incentive policies,flexibly withdrawing account funds,enriching product supply,and strengthening organizational implementation.
