开放教育服务乡村振兴人才培养的探索与实践 被引量:3

摘要 农村基层干部在实施乡村振兴战略过程中发挥着领导核心和战斗堡垒的作用。云南省委于2018年启动实施“云南省村(社区)干部能力素质和学历水平提升行动计划”,云南开放大学充分发挥系统办学优势,利用现代远程开放教育手段,重构教学环节,创新性打造基于开放教育的适合乡村振兴人才培养新模式,建设完成了云南乡村振兴学习网,融合“四个课堂”进行线上线下混合模式教学,建设大数据统计分析平台,对教学、学习行为进行追踪,分析教育教学活动的效果,建立了适合基层干部的个性化学习教育体系,取得了阶段性成效。以“云南省村(社区)干部能力素质和学历水平提升行动计划”为例,着重分析了开放教育服务农村基层干部培养的实现路径,对教育教学的经验进行了归纳和总结。 Rural grassroots cadres play the role of leadership core and battle fortress in the implementation of rural vitalization strategy.In 2018,Yunnan Provincial Party Committee launched and implemented the“Action Plan for Improving the Ability and Education Level of Village(Community)Cadres in Yunnan Province”.Yunnan Open University gives full play to the advantages of systematic school-running,uses modern distance and open education means to reconstruct teaching links,and on the basis of open education innovatively creates a new model for cultivating talents suitable for rural vitalization.It has completed the construction of Yunnan Rural Vitalization Learning Network,integrates the“four classes”for online and offline hybrid mode teaching,and builds a big data statistical analysis platform to track teaching and learning behaviors,and analyzes the effect of education and teaching activities.A personalized learning education system suitable for grassroots cadres has been established,and phased results have been achieved.Taking the“Action Plan for Improving the Ability and Education Level of Village(Community)Cadres in Yunnan Province”as an example,this paper emphatically analyzes the realization path of open education serving the cultivation of rural grassroots cadres,and summarizes the experience of education and teaching.
