摘要
建设部颁布《关于推进大型工程设计单位创建国际型工程公司的指导意见》以来,一批有条件的勘测设计企业积极革新传统业务模式,向具有设计、采购和施工(简称EPC)总承包能力的国际型工程公司转型。以国内某大型勘测设计企业转型承揽EPC总承包业务的实践为基础,对勘测设计企业EPC总承包模式进行了SWOT态势分析,研究了如何通过管理提升以更充分的发挥设计龙头作用,实现项目降本增效和企业做强做大。研究指出,勘测设计企业EPC总承包模式具有独特的优势,应深度优化设计管理、创新技术手段和推进设计施工一体化,助力企业做强、做大EPC总承包业务,提高市场竞争力。
Since the Ministry of Construction issued the Guiding Opinions on Promoting Large-scale Engineering Design Units to Establish International Engineering Companies,a number of qualified survey and design enterprises have actively innovated the traditional business model and transformed into international engineering companies with the general contracting capacity of engineering,procurement and construction(EPC).Based on the practice of a large-scale domestic survey and design enterprise in transforming and contracting EPC general contracting business,this paper conducts a SWOT situation analysis on the EPC general contracting mode of survey and design enterprises,and studies how to give full play to the leading role of design through management improvement,to achieve cost reduction and efficiency increase of projects,and strength and expansion of the enterprises.The study points out that the EPC general contracting mode of survey and design enterprises has unique advantages.It should deeply optimize design management,innovate technical means and promote the integration of design and construction,so as to help enterprises strengthen and expand EPC general contracting business and improve market competitiveness.
