甘肃省基本公共服务水平测度与均等化服务思考——基于省、市(州)差异对比与各分项指数的分析

Reflection on Measurement of Basic Public Services Level and Equalization Service in Gansu Province:Based on the Differences among Provinces,Cities(Autonomous Prefectures)and Analysis of Sub-Indexes

随着我国对基本公共服务均等化越来越重视,区域基本公共服务均等化水平都在快速调整和不断提升,以省级、市州层面为研究单元,从综合评价和差异化分析两个角度,通过构建基本公共服务均等化评价指标体系,对2015—2019年区域内和区域间基本公共服务的水平及其差异化进行分析和比较,并探讨潜在的影响机制。结果表明,实现甘肃省基本公共服务均等化要优化政府财政支出结构,加大对信息服务、科技服务等公共服务领域的投入,利用县域有特色的产业集群,培育“块状经济”,推进以县域为支撑的新型城镇化,激发基本公共服务均等化的内源动力。

As the equalization of basic public services is taken increasingly seriously,basic public services level of regions has been rapidly adjusted and constantly improved.Taking provincial level and municipal level as the research unit,this paper compares and analyses the level and differentiation of basic public services among inter-regions and intra-regions in 2015-2019 by constructing equalization evaluation index system of basic public services from the perspectives of comprehensive evaluation and differentiation analysis.The results show that,to achieve equalization of basic public services in Gansu,it is indispensable to optimize governmental financial expenditure structure,increase investment in public services such as information service and science and technology service,develop block economy using characteristic industrial clusters in counties to promote new type of urbanization supported by counties and stimulate the endogenous motivation of basic public services equalization.
