当前加拿大对华政策探析

On Canada’s Current China Policy

近年来,加拿大对华政策在政治、经济和教育文化交流等领域均出现了整体消极的态势。究其原因,一是美国推行积极反华的外交政策并要求加拿大向其看齐,二是美国结盟战略的变化使加拿大在美国联盟中的地位下降,三是受到加拿大内部党派竞争、舆论和民意环境、特鲁多政府支持率下降的影响。展望未来,加拿大对华政策的负面性会伴随着美国对华竞争的加剧而持续相当长的一段时间,也会受到美国对华关系的缓和的积极影响;多边主义和国际贸易仍是加拿大发展对华关系的关键领域;对华态度相对缓和的加拿大年轻一代或将成为发展加拿大对华关系的积极力量。

Since the Biden administration came into power, Canada’s China policy has witnessed an overall negative turn in the politics, economy as well as educational and cultural exchanges. The current negativity in Canada’s China policy may exist for a long time along with the worsening of the U.S. competition against China. Meanwhile, it will also be positively influenced by the easing of U.S. relations with China. Multilateralism and international trade remain the key areas for Canada to develop relations with China. Young Canadians with a relatively mild attitudes towards China may turn out to be a positive force for future development of Canada–China relations.
