网络短视频以其内容丰富、传播速度快、营销成本低等优势,成功聚集了大量用户。在体量庞大的短视频内容生产过程中,用户无授权剪辑、搬运、切片他人作品的行为频发,使得短视频作品著作权侵权问题日益凸显。究其原因,主要是受著作权保护意识薄弱、利益驱动下的平台监管机制不力、相关法律法规滞后等因素的影响。为此,一是要完善著作权保护的相关法律途径与手段,二是要以先进的科学技术手段完善平台侵权监测、审核过滤与投诉等机制,三是要提升短视频用户著作权保护意识以夯实著作权保护的基础工程。

Short online videos have gathered a large number of users with advantages of rich contents,fast spreading speed and low marketing cost,but the copyright infringement problem of short videos is increasingly prominent because of the users’behaviors of unauthorized editing and transporting or slicing others’works in the contents production process.Reasons for the problem mainly lie in weak awareness of copyright protection,the ineffective supervision mechanism of platforms driven by interests,and the lag of relevant laws and regulations.To solve the problem,it is necessary to improve legal approaches related to copyright protection,it is necessary to improve the mechanism of platform infringement monitoring,reviewing and complaint with advanced scientific and technological means,and it is necessary to enhance the awareness of copyright protection of short video users to consolidate the basic project of copyright protection.
