一种基于作战概念开发的国防科技协同创新过程模型

摘要 作战概念在军事理论研究和国防科技发展中起着承上启下的重要作用,理技融合是全面实施科技强军战略的重要抓手。面对复杂多变的国际安全局势和快速创新的科技发展趋势,我国国防发展必须立足现有基础,探索以作战概念开发引领的国防科技协同创新发展之路。在对作战概念与国防科技创新关系进行研究的基础上,本文构建以作战概念开发引领的国防科技协同创新框架,界定了其中的主体角色,并综合参考统一过程方法、美国国防部体系结构框架等多种协同创新方法,提出基于作战概念开发的国防科技协同创新过程模型,为基于作战概念开发的国防科技协同创新实践提供决策依据和参考。 The integration of theory and technology is an important starting point for the widespread implementation of“strengthening the military through technology”as a national strategy.The concept of operations serves as a crucial link between military theory and the development of national defense and technology.Facing an increasingly complex and unpredictable international security environment,along with rapid innovation in science and technology,China’s national defense development entails improvement in its existing fundamentals by exploring a concept of operations-guided pathway of collaborative innovation and national defense and technology.Based on this interaction between concept of operations and defense technology innovation,the present research constructs a concept of operations-guided collaborative innovation framework for the development of national defense and technology and defined the main roles accordingly.By referring to collaborative innovation methods such as the unified process model and the Department of Defense Architecture Framework(DoDAF),a collaborative innovation process model of national defense and technology based on operation concept development is proposed,providing a basis for decision-making and a reference for practitioners that work in the corresponding fields.
