基于多空间尺度的住房价值评估及应用体系研究——以重庆市为例

摘要 本文以落实房住不炒定位、优化营商环境等需求为导向,从规划自然资源行业管理视角探索建立以大数据为手段的住房价值评估及应用新方法、新模式,对重庆市房地产市场运行情况开展多空间尺度的动态监测和评价。充分融合政府相关职能部门数据和互联网数据,探索构建集数据融合、指标设置、模型构建、算法分析、系统展示和应用服务于一体的住房价值评估及应用体系,助力提升不动产登记效率,提高土地资源要素利用效率和房地产市场调控决策能力。 Under the guidance of implementing the positioning of housing residence instead of vicious speculation and optimizing the business environment, this paper explores and constructs a new method and a new mode of housing value evaluation and application by means of big data under the perspective of natural resources industry management, so as to carry out multi-spatial scale dynamic monitoring and evaluation of the operation of real estate market in Chongqing. Based on full fusion of multiple data resources from relevant government functional departments and the Internet, this paper explores and constructs a housing value evaluation and application system, which includes data fusion, index setting, model construction, algorithm analysis, system display and application services. Therefore, the efficiency of real estate registration,land resources utilization, and real estate market regulation and decision-making ability have been improved.
