数字文化产业体现了文化与科技的深度融合,是数字技术在文化生产领域的创新应用,已经成为我国文化产业转型升级和提质增效的新业态。数字文化产业的融合发展依靠社会驱动、文化经营、技术累积、人才资源和政策策略等多重要素。数字文化产业的内容建设要注重历史、时代和国际层面的文化连接。数字文化产业数字赋能应坚持探索性、引领性、示范性、可推广性和兼容性的关键技术研发和应用原则,推动建设中华文化资源全时在线平台、中华文化素材创意赋能平台、中式生活美学场景体验平台和中国数字文化产业评估监测平台等关键技术平台。推动数字文化产业的协同治理,应加快构建包括数字产权共创、数字伙伴共商、数字平台共建、数字能量共享等板块的价值共生体系。

Digital culture industry embodies the deep integration of culture and technology, is the innovative application of digital technology in the field of cultural production, and has become a new business mode for the transformation and upgrading of China’s cultural industry and improvement of its quality and efficiency. The integrated development of digital culture industry relies on multiple elements including societal drive, cultural business, technology accumulation, human resources and policies. The content development of digital culture industry should focus on the cultural connection at the historical, contemporary and international levels. Digital empowerment of the culture industry should adhere to the R&D and application of key technologies that are exploratory, pioneering, exemplary, replicable and compatible. it should promote the construction of key technology platforms such as full-time online platform of Chinese cultural resources, creative empowerment platform for Chinese cultural resources, platform of Chinese life aesthetic scene and evaluation and monitoring platform of China’s digital culture industry. To promote collaborative governance of digital culture industry, we need speed up the building of a value symbiosis system including digital property rights,digital partnerships, digital platforms and digital energy sharing.
