粤港澳大湾区营商环境对外商直接投资的影响研究

Research on the Impact of Business Environment of Guangdong-Hong Kong-Macao Greater Bay Area on Foreign Direct Investment

文章考察粤港澳大湾区营商环境与外商直接投资(FDI)之间的关系。研究发现,第一,粤港澳大湾区塑造良好的营商环境能够吸引FDI,外资企业对大湾区人力资源、公共服务、政务环境以及金融服务等营商环境要素更为敏感。第二,作为高水平对外开放的门户枢纽,自贸区强化了粤港澳大湾区营商环境吸引FDI功能,自贸区营商环境比非自贸区对FDI更有吸引力。第三,提升粤港澳大湾区市场化水平更有利于发挥营商环境吸引FDI的效应。因此,应加快探索粤港澳营商环境规则对接,积极发挥自贸区的“样板作用”,持续推进“放管服”改革,以国际一流的营商环境塑造粤港澳大湾区吸引FDI新优势。

This paper investigates the relationship between business environment of GBA and FDI. The results show that:(1) a good business environment of GBA is conducive to attracting FDI, and foreign enterprises are more sensitive to human resources, public service, government environment, financial service and other business environment factors of GBA;(2) as a gateway for high-level opening-up, Free Trade Zone(FTZ) strengthens the function of business environment of GBA to attract FDI and business environment of FTZ is more attractive to FDI than that of non-FTZ;(3) improving the marketization level of GBA is more conducive to giving play to the effect of business environment on attracting FDI. Therefore, it is necessary to accelerate the exploration of the docking of business environment rules of GBA, actively give play to the “sample role” of FTZ and continue to advance the reforms to streamline the government, delegate power and improve government service so as to shape the new advantages of GBA in attracting FDI with a world-class business environment.
