法治是高等教育治理现代化应有之义。当前推进高等教育治理现代化法治建设面临立法难以满足高等教育改革需要、执法难以适应高等教育行政方式转型、纠纷解决机制难以回应权益保障诉求等困境。应着力健全高等教育立法体系,以良法促进善治;完善高校多元纠纷机制,满足权益救济需求等措施来推进高等教育治理现代化。

The rule of law is the proper meaning of the modernization of higher education governance.At present,the proceeding of rule of law in the modernization of Higher Education Governance are faced with difficulties such as the difficulty of legislation to meet the needs of higher education reform,the difficulty of law enforcement to adapt to the transformation of higher education administrative mode,and the difficulty of dispute resolution mechanism to respond to the demands of rights and interests protection.We should improve the legislation system of higher education and promote good governance with good laws.The modernization of higher education governance can be promoted by improving the mechanism of multiple disputes in colleges and universities and meeting the demand of rights relief.
