通过对我国应急救援力量发展现状进行系统性梳理,在分析目前我国多种形式应急救援力量联勤联动机制建设过程中存在问题的基础之上,提出现阶段有效保障多种形式应急救援力量联勤联动机制得以成功构建的具体途径,针对性提出了实现资源联动、加强专业性应急救援队伍建设、发展社会救援力量以及建立健全应急救援管理体系等切实有效的具体措施,为进一步促进我国应急救援力量联勤联动机制的建立健全提供参考。

By systematically sorting out the development status of our country’s emergency rescue forces, the paper analyzes the problems existing in the joint logistics linkage mechanism construction of various forms of emergency rescue forces in our country. A specific way to effectively ensure the successful construction of the joint logistics linkage mechanism of various forms of emergency rescue forces has been proposed. Specific and effective measures such as realizing resource linkage, strengthening the construction of professional emergency rescue teams, developing social rescue forces, and establishing and improving emergency rescue management systems are put forward in a targeted manner, which provides references for further promoting the establishment and improvement of the joint logistics linkage mechanism of our country’s emergency rescue forces.
