健康赋权视角下高质量公共卫生治理体系研究

Research on High-quality Public Health Governance System from the Perspective of Health Empowerment

为实现我国公共卫生治理从以治病为中心向以健康为中心转变,亟需建设高质量的公共卫生治理体系。基于健康赋权的视角,建立可赋权性与可度量性矩阵模型,通过赋权个人,赋权家庭,赋权社区和赋权专业机构去承担健康治理的主要角色并发挥积极作用。根据可赋权性与可度量性的高低分为4个层面,包括赋权程度高和可度量程度低的类型Ⅰ(赋权个人)、赋权程度高和可度量程度高的类型Ⅱ(赋权家庭)、赋权程度低和可度量程度低的类型Ⅲ(赋权社区)、赋权程度低和可度量程度高的类型Ⅳ(赋权专业机构)。研究建议倡导能力建设,赋权健康促进,协同健康发展推进高质量的公共卫生治理体系,提升公共卫生服务体系整体运行效率。

In order to realize the transformation of public health governance from treating disease to health,it is urgent to build a high-quality public health governance system.Based on the perspective of health empowerment,this paper establishes the matrix model of empowerment and measurability,and empowers individuals,families,communities and professional organizations to assume the main role of health governance and play an active role.According to empowerment and measurability,public health governance can be divided into four aspects,including type I with high degree of empowerment and low degree of measurability(empowering individuals),type II with high degree of empowerment and high degree of measurability(empowering families),type III with low degree of empowerment and low degree of measurability(empowering communities),and type IV with low degree of empowerment and high degree of measurability(empowering professional institutions).It is recommended to advocate capacity building,empower health promotion,promote high-quality public health governance system in coordination with health development,and improve the overall operational efficiency of public health service system.
