模糊冲突模型下我国体医融合政策执行困境分析

Analysis on Implementation Difficulties of the Integration of Sports and Medicine in China Based on Ambiguity-conflict Model

目的:探讨我国体医融合政策执行困境,提出相应解决策略,为完善体医融合模式提供参考。方法:检索自2016年来国务院等权威机关发布的有关政策文件,在中国知网、万方等数据库检索相关文献。运用模糊冲突模型对政策目标与手段的模糊性、相关主体间的冲突性等方面进行分析并提出对策。结果:最终纳入合格文献72篇;体医融合政策执行过程中目标与手段的模糊性、冲突性都较为显著,主要表现为政策中模糊说法多,具体指标少、激励保障机制不完善、居民对政策的认可度不高等。结论:政策执行情况未达预期效果,受许多因素共同影响,如缺乏针对性的政策、激励保障机制不健全等。建议从出台针对性政策、调整政策目标和手段、完善激励保障机制与分工协作机制、完善政策的法律保障等角度破除执行过程中的困境。

Objective:To explore the dilemma of implementing the policy of the integration of sports and medicine in China,to propose corresponding solution strategies,so as to provide references for improving the the integration of sports and medicine model.Methods:This study searched the relevant policy documents issued by the State Council and other authoritative authorities since 2016,and searched the literature in databases of CNKI and Wanfang.This study used the ambiguity-conflict model to analyze the fuzziness of policy goals and means,the conflict between related subjects,and proposed countermeasures.Results:A total of 72 qualified papers were included.The ambiguity and conflict of policy goals and means in the process of implementing the policy of the integration of sports and medicine were both significant,mainly manifested by more ambiguous statements in the policy,fewer specific indicators,imperfect incentive and guarantee mechanism,and low recognition of the policy by residents.Conclusion:The implementation of the policy does not reach the expected effect,which is affected by many factors,such as the lack of targeted policies and unsound incentive and guarantee mechanism.It is suggested to break the dilemma in the implementation process from the perspectives of introducing targeted policies,adjusting policy objectives and instruments,improving incentive and guarantee mechanism and division of labor,and improving legal protection of policies.
