建筑工程招投标中的风险管理措施研究

Research on Risk Management Measures in the Bidding of Building Engineering

虽然招投标制度在我国已逐步完善,但目前尚有许多不足之处,尤其是在风险识别与管理水平上还需要进一步提高。对建筑行业而言,除监管经营风险、技术安全经营风险、投资收益经营风险外,招投标交易经营风险不容忽视。基于此,文章对建筑工程招投标中的风险管理措施进行研究,指出招投标风险管控的重点是工程施工前期的风险管理,提出从招投标的准备、实施和签约三个阶段对风险加以识别,并做好招投标方的管理,从制度体系、项目标准等方面加强建筑工程招投标风险管理。

Although the bidding system in China has been gradually improved,there are still many shortcomings,especially in the level of risk identification and management,which needs to be further improved.For the construction industry,in addition to regulatory business risk,technical safety business risk,investment income business risk,bidding transaction business risk can not be ignored.Based on this,this paper studies the risk management measures in the bidding of building engineering,points out that the focus of bidding risk management and control is the risk management in the early stage of building engineering,and proposes to identify risks from three stages of bidding preparation,bidding implementation and contract signing,do a good job in the management of bidding parties,and strengthen the risk management in the bidding of building engineering from the aspects of system and project standards.
